Expression of Interest in Providing a Property Marketing Development Plan for Ex-Mining Towns

De Beers Consolidated Mines Limited invite expressions of interest from experienced, qualified and reputable service providers, or consortiums.

De Beers Consolidated Mines Limited invite expressions of interest from experienced, qualified and reputable service providers, or consortiums, to design a sales and marketing plan for the disposal of various immovable properties situated in the coastal towns of Kleinzee and Koingnaas in Namaqualand, Northern Cape Province.

Approval has been granted for the sub-division and re-zoning of the towns from private mining settlements to public towns and De Beers, as owners of all the erven, wish to appoint an external party to provide expert advice on the most suitable method of disposal.

The properties include existing residential houses and single accommodation, and various portions of land available for development; for example an attractive sea-front portion of land large enough to accommodate 300 houses, and serviced vacant erven suitable for a retirement complex.

Non-residential properties on offer include sport playing fields and sport’s clubhouses, including a championship standard, 9-hole golf course, and various office blocks, retail shops, workshop buildings, schools and training facilities.

De Beers has promoted the development of the local economy, including in industries other than mining. Progress has been made in establishing various businesses, such as in the marine aquaculture and tourism sectors. The sales and marketing plan must take cognisance of successful local initiatives. Alignment with Municipal Integrated Development Plans is an imperative.

Curriculum vitae/Corporate profiles must accompany the abovementioned letters that provides a résumé of the applicants experience with other similar projects, and their qualifications in this field. The selection criteria will include factors such as experience, qualifications and black economic
empowerment credentials.

The Company reserves the right to select a short-list of successful individuals who will be invited to
a site visit and be given an Information Memorandum containing the necessary information needed
to submit proposals.

The closing date for submissions is 12:00 on 30 July 2010
